The invention belongs to the field of building structure engineering, and discloses a tensioning and pasting device of a prestressed carbon fiber cloth patch and a using method of the tensioning and pasting device. The fixing assembly comprises two counter-force plates and a guide rod, U-shaped plates are arranged on the counter-force plates, and the guide rod is in threaded connection with a nut; the pushing assembly comprises a jack and a supporting block. The anchoring tensioning assembly comprises two anchoring positioning frames, two first anchoring plates and two sliding bearings, the two first anchoring plates are fixed between the two anchoring positioning frames through bolts and abut against the two sliding bearings respectively, the two sliding bearings are placed between the two U-shaped plates on the same side, and the two U-shaped plates are arranged on the same side. The two sliding bearings are sleeved with carbon fiber cloth. The problem that an existing prestress carbon fiber tensioning device is only suitable for tensioning carbon fiber materials on a large scale is solved, and the device is suitable for applying prestress to a local area through patch type carbon fiber cloth and pasting the patch type carbon fiber cloth.
