The invention discloses a preparation method and application of a long-acting slump-retaining water reducing agent. The preparation method specifically comprises the following steps: S1, preparing raw materials; s2, esterification reaction; s3, carrying out phosphorylation reaction; s4, preparing a dripping material; s5, polymerization reaction. The water reducer is applied to concrete slump retaining, concrete slump loss improvement, segregation and bleeding. According to the invention, a long side chain of a phosphate group is introduced through phosphorylated isopentenol polyoxyethylene ether, and short side chains of functional sodium vinylsulfonate, acrylamide and hydroxypropyl acrylate are introduced, so that the mud-resistant low-slump-loss polycarboxylic acid water reducer is synthesized; the phosphoric acid group, the sulfonic acid group and the acrylamide are introduced, so that the adsorption effect of high-valence metal ions in soil on the polycarboxylic acid type water reducing agent can be reduced, and the strength of hardened concrete can be improved; and the hydroxypropyl acrylate is introduced, so that the slump retaining effect can be remarkably improved.
