The invention discloses an underwater pile sinking device and technology based on a suction barrel type pile stabilizing platform, the device is fixedly arranged on a seabed surface, the device comprises a mounting stand column, a mounting platform, a suction barrel and a hoop, and the top of the suction barrel is fixedly connected with the bottom of the mounting platform through four sets of adjusting oil cylinders; the four sets of installation stand columns are fixedly arranged above the installation platform respectively, lifting points are arranged at the tops of the installation stand columns, the two sets of hoops are fixedly installed on the upper portions and the lower portions of the two sets of installation stand columns on one side respectively, the outer wall of the suction barrel is sleeved with a positioning ring, and the positioning ring is arranged on the seabed surface in an attached mode. The lower portion of the installation platform is further connected with the top of the suction barrel through an unhooking fixing device, and a water injection and drainage pipeline is arranged on the top of the suction barrel in a penetrating mode and connected with a water injection and drainage power device. The device has the advantages that pile stabilizing platform positioning pile sinking can be conducted on the underwater seabed surface, meanwhile, the device can adapt to the complex seabed surface to achieve platform leveling, and therefore the perpendicularity of pile sinking operation is accurately guaranteed.
