Synthesizing unsaturated polyoxyethylene ether containing an ester bond and an ether bond simultaneously by taking an unsaturated enol compound as a terminal group initiator; according to the invention, unsaturated polyoxyethylene ether with ester bonds and ether bonds and unsaturated carboxylic acid organic matters are subjected to a free radical copolymerization reaction so as to synthesize the polycarboxylate superplasticizer with better retarding and slump retaining properties and mud resistance.
