The production method comprises the steps of raw material condition selection, converter smelting, LF ladle refining, VD vacuum degassing, continuous casting, steel billet heating, steel rail rolling, hot printing, steel rail heat treatment, straightening, ultrasonic flaw detection and component performance inspection. When the U75VH heat treatment steel rail is produced, the inlet temperature is 770-820 DEG C, the outlet temperature is 430-460 DEG C, the air pressure value is 14-18 KPa, and the roller way speed is 1.0-1.3 m/s. According to the steel rail delivered in the heat treatment state, the tensile strength Rm is larger than or equal to 1250 MPa, the percentage elongation after fracture A is larger than or equal to 10%, the tread hardness (HB) is 365-400, and the rail head cross section hardness (HRC) Al, B1, Cl, D1 and El ranges from 37 to 42; rail head cross section hardness (HRC) A4, B5, C5, D3 and E3 is larger than or equal to 35, and abrasion resistance is improved by 50% compared with that of a U75V heat treatment steel rail.
