The invention discloses a construction method for offshore anchor flexible cofferdam island building, which comprises the following steps of: constructing a water area foundation: pouring bank protection bearing piles on the water area foundation by adopting an underwater mixing pile engineering ship, so that the bank protection bearing piles and the water area soft foundation form a composite foundation; and an island wall structure is built, specifically, a plurality of first wave-resistant sand bags are stacked on the bank protection bearing piles, sand is blown into the first wave-resistant sand bags, and the sand bag dam bank protection structure which is of a closed-loop structure and is higher than the horizontal plane is formed. Building a land area platform: blowing sand into the whole island until the sand filling amount in the island reaches the elevation to form the land area platform; and then a plastic drainage plate is inserted into the sludge at the bottom of the land area platform for drainage consolidation treatment, so that the artificial island is formed. The shape can be designed according to requirements and does not need to be set into a circle; the original riverbed soil body cannot be greatly damaged; the steel consumption is low; and the later-period dismantling cost is low.
