The invention relates to a safe coal storage plant, which belongs to the technical field of coal pile storage and comprises a room body and a cooling device, and the cooling device comprises a cooling pipeline mounted in the ground of the room body, a spraying assembly mounted on a cross beam of the room body and a flow conveying assembly mounted on the side wall of the room body and communicated with the cooling pipeline. The fluid conveying assembly conveys low-temperature fluid to the position below a coal pile through a cooling pipeline for cooling operation. A transverse groove used for bearing and wrapping the cooling pipeline is formed in the ground of the room body, and a supporting piece used for supporting the cooling pipeline is arranged in the transverse groove. The flow conveying assembly comprises a first flow conveying pipe, a second flow conveying pipe and a flow divider, the first flow conveying pipe and the second flow conveying pipe are connected with the cooling pipeline through the flow divider and used for stacking the coal pile, the temperature in the coal pile is reduced by conveying low-temperature gas from the bottom, atomized water mist is further mixed into the coal pile, and the interior of the coal pile is moist; and the spraying device is arranged at the top for watering cooling and moisturizing, so that spontaneous combustion of the coal pile is avoided.
