The invention discloses a construction method for reinforcing an ultra-soft soil foundation by combining vacuum preloading without a sand cushion with a hard shell layer, which comprises the following steps: dividing a target ultra-soft soil foundation into a plurality of foundation units, digging a foundation pit in the foundation units, filling the foundation pit with a hard shell layer area, and ensuring that the density of the hard shell layer area is smaller than that of the target ultra-soft soil foundation below the foundation pit; the hard shell layer area is provided with operation equipment for bearing the next foundation unit, the operation equipment continues to excavate and fill the next foundation unit in the hard shell layer area of the current foundation unit so that the next foundation unit can form the hard shell layer area, and the operation equipment continues to excavate and fill the next foundation unit in sequence; the hard shell layer area completely covering the target ultra-soft soil foundation is formed; and sand-cushion-free vacuum preloading operation is conducted on the ultra-soft soil foundation where the hard shell layer area is formed till the current target ultra-soft soil foundation is consolidated and settled to the preset elevation. The problem of air leakage is avoided, the engineering cost is saved, and the engineering safety coefficient is improved.
