The aerogel layer comprises the following raw materials by mass: 10.2 kg of lightweight aggregate, 4 kg of fumed silica, 9.6 kg of cement, 0.15 kg of rubber powder, 0.05 kg of cellulose and 12 kg of water, and the aerogel layer per square meter comprises the following raw materials by mass: 10.2 kg of lightweight aggregate, 4 kg of fumed silica, 9.6 kg of cement, 0.15 kg of rubber powder, 0.05 kg of cellulose and 12 kg of water. The preparation method of the composite insulation board comprises the following steps: S1, preparing materials; s2, mixing the materials; s3, primary material distribution; s4, arranging the board; s5, secondary material distribution; s6, leveling is conducted; s7, steam curing; s8, demolding; s9, trimming and polishing; and S10, detecting. According to the invention, the aerogel layer is coated outside the vacuum insulated panel through processes such as pre-pressing steam curing and the like, so that the mechanical strength and the impact resistance of a product are improved, high efficiency, energy conservation and fire prevention are realized, and the product is low in density, high in strength, large in thermal resistance, non-absorbent and good in freeze-thaw resistance.
