The invention relates to a structure for pushing a swivel pier to rotate by using a walking type jack and a construction method, the structure comprises a swivel system and a walking type pushing system, the swivel system comprises an upper bearing platform, a lower bearing platform, an upper spherical hinge and a lower spherical hinge, and a hydraulic system synchronously pushes the walking type jack to drive the swivel system to rotate. The construction method comprises the following steps: pouring lower bearing platform concrete and mounting a slideway; mounting a spherical hinge; supporting feet are installed; concrete limiting stop blocks are poured; lower bearing platform concrete is poured, and a pushing base plate is pre-buried; upper bearing platform concrete is poured; constructing bridge piers or bridge towers; constructing a main beam; arranging a walking type pushing system; the vertical jack is jacked; the rotating body structure is pushed to rotate; the rotating body system is pushed to rotate in place; the walking type pushing system is disassembled; and sealing and building the bearing platform. By designing the structural construction that the walking type jack pushes the swivel bridge pier to rotate, the defects of a traditional swivel bridge traction mode are overcome, and application and popularization of a swivel construction method are facilitated.
