The invention discloses a traffic cone collecting and releasing engineering vehicle which comprises a vehicle body, a traffic cone collecting and releasing space arranged on the vehicle body and an automatic traffic cone collecting and releasing device arranged on the vehicle body and used for grabbing traffic cones to the traffic cone collecting and releasing space. The traffic cone collecting and placing space is provided with a cone cylinder support used for placing traffic cones, and the automatic traffic cone collecting and placing device comprises a traffic cone grabbing mechanism and a rotary supporting part used for horizontally rotating the traffic cone grabbing mechanism. Oblique placement of the traffic cones is achieved through rotation in the rotary supporting part, the first traffic cone is placed on one side of the vehicle body, then the second traffic cone is placed at the tail of the vehicle body, and finally the third traffic cone is placed on the other side of the vehicle body. When the traffic cones need to be placed on the oblique line in a blocked construction section, the requirement can be met by the device.
