The coal gangue-doped cement comprises a filler, a basic material, an auxiliary material and an additive, wherein the filler comprises coal gangue; the basic material comprises cement clinker and quick lime, and the auxiliary material comprises slag; the manufacturing method comprises the following steps: preparing a mixture which comprises a basic material, a filling material and a basic material from top to bottom, taking the basic material as a clamping surface of the filling material, adding an additive to one side, facing the filling material, of the basic material when the filling material is added, and adding an auxiliary material to one side, back to the filling material, of the basic material, according to the technical scheme, the coal gangue doped cement is developed by utilizing industrial waste residue coal gangue through certain process treatment, a large amount of coal gangue can be utilized, the comprehensive utilization efficiency of the coal gangue is improved, and air pollution, soil pollution, water pollution and the like caused by stacking of the coal gangue are reduced, so that the environment is protected.
