The problems that in the prior art, a reinforcing agent is used for reducing the cement clinker mixing amount, meanwhile, it is guaranteed that the cement strength is not reduced, raw materials for preparing the reinforcing agent are too many, the technology is complex, and solid raw materials are not beneficial to mixing use are solved.
