The invention relates to a water-retaining agent comprising 7-20% of a coagulant; 0.02 to 0.4 percent of dispersing agent; 5-15% of alcohol amine, and the balance of water, wherein the total amount is 100%. The cement clinker is stable in physicochemical property, non-toxic and pollution-free, the clinker dosage can be further reduced by adding the grinding aid, the clinker is replaced by the same amount of limestone, and the strength of the cement at each age is remarkably improved.
