The polycarboxylic acid water reducing agent synthesized by the normal temperature method comprises the following components in parts by weight: 320-360 parts of polyoxyethylene ether macromonomer; 10-30 parts of an unsaturated carboxylic acid comonomer; 0 to 50 parts of esters; 2-5 parts of an initiator; 0.2 to 1.2 parts of a reducing agent; 0.8-5 parts of a chain transfer agent; 0.5 to 2 parts of a catalyst; 13 to 36 parts of alkali liquor; 570 to 640 parts of water; the pH value of the polycarboxylate superplasticizer synthesized by the normal temperature method is 4-6, and the solid content is 38%-42%. The water reducer disclosed by the invention has good particle dispersity and slump retaining capacity, and has certain high adaptability and viscosity reduction effect; the polycarboxylate superplasticizer synthesized by the normal-temperature method is especially suitable for projects which are poor in sandstone and cement, long in transportation time and high in requirements on the working performance of concrete.
