The abutting nut and the side edge of the foundation nut are integrally formed, the abutting screw rod is connected into the abutting nut in a screwed mode, and the limiting part is fixedly arranged in the circumferential direction of the abutting screw rod and matched with the abutting nut in a clamped mode. According to the device, the abutting screw rod and the limiting part matched with the abutting screw rod in a clamped mode are arranged, the connection firmness of the foundation nut and the foundation bolt is further improved, the inserting rod arranged in an inserted mode is in linkage with the abutting screw rod, the foundation bolt can be further hooped through linkage of an external steel wire, and the protruding part abuts against the clamping strip in the inserting process; friction force is further increased to prevent the steel wire from popping up; and the inserting rod can be contained in the abutting screw rod at the same time, the occupied area of the locking device is reduced, and the maximum locking force is achieved through the locking device as small as possible.
