The invention relates to a pile foundation wharf and a construction method thereof, and belongs to the technical field of wharfs. The pile foundation wharf comprises a buoyancy tank, an anchoring device connected between the buoyancy tank and a seabed mud layer, and a plurality of foundation piles arranged at the bottom of the buoyancy tank. The foundation pile comprises a multi-section sleeve and a one-way locking assembly. The multiple sections of sleeves are sequentially arranged from inside to outside in a sleeving manner; in every two adjacent sections of sleeves, the sleeve located on the inner layer can descend relative to the sleeve located on the outer layer in the axial direction; the bottom end of the sleeve located on the innermost layer forms a pile tip, and the top of the sleeve located on the outermost layer is connected to the bottom of the buoyancy tank. The other sleeves except the outermost sleeve are detachably connected to the adjacent outer sleeves or detachably connected to the bottom of the buoyancy tank; the one-way locking assembly is connected between every two adjacent sleeves and used for limiting the falling movement of the outer sleeve relative to the inner sleeve in the axial direction.
