The fly ash modifier is prepared from the following raw materials in parts by weight: 20-30 parts of powder I, 50-70 parts of powder II, 5-10 parts of a solid polycarboxylate superplasticizer, 2-5 parts of a surfactant, 3-8 parts of polyol and 0.5-1 part of organic alcohol amine, wherein the powder I is selected from at least one of sodium sulfate, calcium sulfate, aluminum sulfate and alum; and the powder II is selected from at least one of calcium oxide, calcium formate and slaked lime. The fly ash modifier is applied to the fly ash grinding production process, the grinding efficiency can be effectively improved, and the activity of fly ash is improved.
