The invention discloses a road-railway excavator walking system and a control method. The walking system comprises a pilot oil pump, a high-pressure oil pump, a hydraulic oil tank, a monitor, a controller, an electromagnetic valve assembly, a guide wheel supporting control proportional valve, a supporting control switching shuttle valve, a guide wheel lifting switching valve, a guide wheel lifting oil cylinder, a guide wheel supporting control overflow proportional valve, a left walking pedal, a right walking pedal, a gear shifting handle and a switch assembly. The pilot oil pump provides a low-pressure control oil source for the walking system; the high-pressure oil pump provides a high-pressure oil source for an execution component of the walking system. During control, a guide wheel driving running mode is switched to during transition through guide wheel driving, and the guide wheel supports the highway-railway excavator according to the current value of the guide wheel support control proportional valve; in the rapid transition and construction process, manual operation such as guide wheel supporting adjustment, guide wheel or crawler belt driving mode switching and straight line driving starting is omitted, and the working intensity of a driving operator is reduced.
