The invention discloses a reinforcing device and method for a reinforced concrete column. The reinforcing device comprises FRP cloth, N steel plates and N magnets. N grooves extending in the axial direction of the reinforced concrete column are formed in the surface of the reinforced concrete column; one steel plate is fixedly arranged in one groove; the FRP cloth covers the outer part of the reinforced concrete column provided with the steel plate; and one magnet is arranged in one groove and is connected with the FRP cloth. Prestress is applied to the FRP cloth through the embedding and pressing device of the magnets and the steel plates, the situation that the interior of the reinforced concrete column is damaged due to bolt connection is avoided, and the durability of the reinforced concrete column structure is improved. During use, only the magnets need to be connected with the steel plate through external force, large mechanical equipment is not needed for assisting in tensioning, the operation process is simple and convenient, the tensioning equipment does not need to be dismantled after use, and the construction efficiency is effectively improved.
