The foaming agent comprises the following components in percentage by weight: 12-15% of sodium carbonate, 5-10% of 12-carbon alcohol, 20-30% of alcohol solvent, 1-5% of triethanolamine, 2-5% of sulfonic group, 2-5% of sodium hydroxide and 58-30% of neutral dilution water. The production process comprises the following steps: taking neutral dilution water as a class 1 solvent, stirring and mixing 12% of sodium carbonate, 5-10% of 12-carbon alcohol, 20-30% of alcohol solvent and 1-5% of triethanolamine, adding 2-5% of sulfonic acid group and 2-5% of sodium hydroxide, and carrying out secondary mixing and stirring. The foam surface viscosity is large, the foam wall is thick, the storage period is long, the foam expansion is high, the foam mixed light soil is free of foam breaking and foam mixing during production and construction by using a highly-doped admixture and composite cement, the workability is good, the early strength and the permanent strength are high, and the hydration reaction temperature is low.
