According to the pavement sampling device applied to road detection and the sampling method, a piston rod of a telescopic air cylinder pushes an adjusting rod up and down in an action cavity, the adjusting rod drives a sliding block to move up and down on the outer surface of a sliding rod when moving up and down, and a reset spring is compressed; and therefore, a screw rod which is in threaded connection with the interior of the adjusting rod in a sleeving manner can drive a cutting knife to rotate, so that the periphery of the sample soil is cut off, and the sample soil can be taken out when the sampling barrel rotates reversely.
