The invention belongs to the technical field of environmental sanitation equipment, and discloses a sweeping device and a sweeping vehicle. The sweeping device comprises a vertical adjusting mechanism connected with a frame and a sweeping disc assembly, the vertical adjusting mechanism comprises a parallelogram structure, a height adjusting driving piece and a sliding rod, the parallelogram structure comprises a first connecting piece, a second connecting piece, a third connecting piece and a fourth connecting piece which are sequentially pivoted end to end, and the fourth connecting piece is connected with the frame. The sweeping disc assembly is mounted on the second connecting piece; the mounting end of the height-adjusting driving piece is rotationally connected to the third connecting piece or the fourth connecting piece, and a kidney-shaped hole is formed in the end, close to the second connecting piece, of the first connecting piece; the sliding rod can slide along the kidney-shaped hole, and the output end of the height adjusting driving piece is pivoted or fixedly connected to the sliding rod. The cleaning device can provide a buffer space when the cleaning device is subjected to force from bottom to top, and hard parts of the cleaning device are prevented from being damaged by collision. When a high obstacle exists on the ground, the cleaning trolley can provide good buffering and avoiding, and the service life of the cleaning trolley is prolonged.
