The first permanent magnet and the second permanent magnet are homopolar; the inertia balls are additionally arranged, so that air friction of the mass balls can be improved, the damping effect of the mass balls is enhanced, and the anti-seismic performance of the structure on earthquakes and strong wind is greatly improved.
