The invention provides a system for carbonizing concrete recycled fine aggregate by recycling drying waste gas. The system comprises a drying and carbonizing device, a combustion waste gas collecting device, a water vapor providing device and a carbonized waste gas collecting and recycling device, the drying and carbonizing device is used for drying and carbonizing the to-be-dried and carbonized recycled fine aggregate placed in the drying and carbonizing device, generated carbonization waste gas is conveyed to the carbonization waste gas collecting and recycling device, and generated combustion waste gas is conveyed to the combustion waste gas collecting device; the carbonized waste gas collecting and recycling device is used for treating the carbonized waste gas and then circularly conveying the carbonized waste gas back to the drying and carbonizing device; the water vapor supply device is used for generating water vapor; and the combustion waste gas collecting device is used for collecting the generated combustion waste gas and then conveying the combustion waste gas back to the drying and carbonizing device. In addition, the method comprising the system can be used for carbon sequestration and green production, waste gas generated by the system can be reused, CO2 is recycled, CO2 is not discharged, real green production is achieved, and implementation of the construction industry on the dual-carbon policy is achieved.
