The invention discloses a floating breakwater utilizing tidal current and wave power generation and a using method, the floating breakwater comprises a circulating conveying piece floating on the sea surface, a plurality of pushing pieces are hinged to the circulating conveying piece, the pushing pieces located in sea water are unfolded towards the ocean current through the circulating conveying piece, the pushing pieces in the unfolded state are used for absorbing waves, and the pushing pieces located outside the sea water are tightened; a power generator; and the floating parts are arranged on the two sides of the circulating conveying part and used for providing buoyancy for the circulating conveying part, the power generation part is located in the floating parts, and the circulating conveying part is rotationally connected with the power generation part. The circulating conveying part comprises a conveying belt, a plurality of driving wheels are arranged in the conveying belt, the inner wall of the conveying belt is in transmission connection with the driving wheels, rotating shafts are fixed to the driving wheels in a penetrating mode, and the two ends of the rotating shafts are in transmission connection with the two power generation parts. According to the invention, the flow velocity of the water flow for power generation can be increased, the influence of the external environment on the power generation process is reduced, the power generation efficiency is improved, and meanwhile, the wave absorbing function can be realized in the power generation process.
