The device comprises a base, driving wheels are symmetrically and rotatably arranged at the bottom of one side of the base through a wheel carrier, and universal wheels are symmetrically arranged at the bottom of the other side of the base; the push handle assembly is arranged on the side, away from the driving wheel, of the base; the clutch assembly and the driving wheel are arranged in a transmission manner under the driving of the push handle assembly; due to the fact that the driving assembly is adopted to drive the clutch assembly to operate, the clutch assembly drives the driving wheel to rotate so that the base can be conveniently moved, and when transmission between the clutch assembly and the driving wheel is released, the driving wheel is automatically locked through the brake assembly so that the driving wheel can be conveniently fixed after being moved; therefore, the problem that the base is inconvenient to move and fix is effectively solved, then fixing of the driving wheel is automatically relieved when the base is moved, the driving wheel can be automatically fixed after the base is moved, and the base is more convenient to move and fix.
