The invention discloses a steel pipe pile layered grouting device and method, the steel pipe pile layered grouting device comprises a grout conveying unit and a steel pipe pile, a plurality of grout outlet holes are formed in the side wall of a pipe body of the steel pipe pile in the axis direction, and a plurality of concave clamping grooves are formed in the inner wall of the pipe body of the steel pipe pile in the axis direction; the grout conveying unit extends into the inner side of a pipe body of the steel pipe pile, is selectively fixed to the steel pipe pile by the preset depth based on the concave clamping groove and inputs concrete grout into the steel pipe pile, and layered grouting is conducted on an area to be constructed through the grout outlet holes. By means of the grouting device and the grouting method, the layered grouting height can be determined, the grouting filling degree of all the layers is guaranteed, uneven pressure relief in the grouting process can be effectively limited, and the layered grouting quality is guaranteed.
