The invention provides an arc-shaped component lofting tool and lofting method. The arc-shaped component lofting tool comprises a tripod, a laser plumb aligner, a first vertical rod, a cross rod, a second vertical rod and a scribing mechanism. The tripod is placed on the ground; the laser plumb aligner is installed on the tripod and is perpendicular to the ground. The first vertical rod is perpendicular to the ground and connected to the laser plumb aligner, and the first vertical rod is rotationally connected with the laser plumb aligner. The cross rod is connected with the upper end of the first vertical rod and is perpendicular to the first vertical rod; the second vertical rod is perpendicular to the ground, and the upper end of the second vertical rod is connected with the transverse rod. The scribing mechanism is installed at the lower end of the second vertical rod and makes contact with the ground.
