The invention discloses a prestressed superimposed reinforced concrete beam and a construction method thereof, and aims to provide a prestressed superimposed reinforced concrete beam which can reinforce an original concrete beam under the condition that the beam height of the original concrete beam of a building is not changed so as to meet the requirements of bearing capacity and normal use. Therefore, the problem of reinforcement of the beam under the condition that the clear height requirement of a building is high is effectively solved. A prestressed superimposed reinforced concrete beam comprises an original concrete beam, and at least one of the two sides of the original concrete beam in the beam width direction is provided with a prestressed reinforced concrete beam. The pre-stress reinforced concrete beam comprises a steel reinforcement framework which comprises a plurality of shear-resistant steel bars, and one ends of the shear-resistant steel bars are implanted into an original concrete beam; and the prestressed tendons are embedded in the prestressed reinforced concrete beams, and stress is applied through the prestressed tendons, so that upward anti-arch force is generated by the prestressed reinforced concrete beams and the original concrete beams.
