The invention relates to an anti-scouring device, an offshore single-pile fan foundation and a mounting method of the offshore single-pile fan foundation. The anti-scouring device comprises a flow blocking inner ring and a flow blocking outer ring, wherein the flow blocking inner ring is used for being arranged on the periphery of the pile; the flow blocking outer ring is arranged on the periphery of the flow blocking inner ring in a sleeving mode at intervals; and the isolation component is arranged in a gap between the flow blocking inner ring and the flow blocking outer ring, the inner ring side of the isolation component is connected with the flow blocking inner ring, and the outer ring side of the isolation component is connected with the flow blocking outer ring. In addition, due to the fact that the isolation component can further isolate the ocean current from the pile soil, the ocean current cannot scour the pile soil even if the ocean current of the pile column accessory is disturbed, and therefore scour pits can be prevented from being formed, the wrapping and supporting effect of the pile soil on the pile column is guaranteed, and the stability and safety of the offshore single-pile fan foundation are improved. The anti-scouring device has the advantages of being simple in structure, convenient to install and construct and good in anti-scouring effect.
