The invention relates to the technical field of building construction, and discloses a basement diversion and drainage structure and a construction method.The basement diversion and drainage structure comprises a bottom plate, a slope making layer, a drainage layer, a waterproof layer and a concrete surface layer which are sequentially arranged from bottom to top; the drainage layer comprises a plurality of drainage pipes laid on the slope making layer at intervals and a rubble layer filled between the slope making layer and the concrete surface layer, the rubble layer covers the outer sides of the drainage pipes, drainage holes are formed between the rubble layer and the drainage ditches in a communicating mode, and the drainage pipes are arched and provided with seepage holes communicated with the rubble layer. The gravel layer and the arched drainage pipe serve as the hydrophobic layer, the advantages of being good in stress dispersity and high in bearing performance are achieved, and the leakage risk of the basement is low.
