The invention relates to the technical field of civil engineering and traffic engineering, and particularly discloses a basement hydrophobic shock insulation building structure and a construction method.The building structure comprises a basement outer wall, a basement bottom plate, a plurality of support piles and pile foundations, and the support piles and the pile foundations are vertically arranged; the multiple pile foundations are located on the lower portion of the basement bottom plate. Hydrophobic shock insulation layers are arranged between the basement outer wall and the support piles and between the basement bottom plate and the pile foundations; each anti-pulling assembly comprises a damping box, a damping spring, a piston, an anchoring stud and an anchoring steel bar; the basement bottom plate is connected with the top end of the pile foundation through the anti-pulling assembly, the anchoring steel bars are embedded in the basement bottom plate, and the anchoring studs are embedded in the top end of the pile foundation. The hydrophobic shock insulation layer is arranged to achieve the effects of hydrophobic, energy dissipation and shock insulation, and the anti-pulling assembly can bear anti-pulling loads and absorb energy in an earthquake, so that damage of the earthquake to underground buildings is eliminated or reduced.
