The invention discloses a low-cost clinker-free cementing material and application thereof, and belongs to the field of building materials. The clinker-free cementing material is prepared from the following raw materials in percentage by mass: 20 to 60 percent of water-quenched blast furnace slag, 10 to 40 percent of waste incineration bottom ash, 20 percent of water-washed waste incineration fly ash and the balance of desulfurized gypsum, wherein the mass of the water-quenched blast furnace slag is 100 percent. The low-cost clinker-free cementing material is applied to a large-scale replacement cement solidification and stabilization preliminary combination cemented filling mining technology, or a low-cost cement-clinker-free cementing material is provided for preparing concrete for the building industry. The low-cost clinker-free cementing material provided by the invention is simple in composition and relatively high in total economic benefit, the recycling rate of the washing waste incineration fly ash and the waste incineration bottom ash is increased, and the washing waste incineration fly ash and the waste incineration bottom ash which are relatively difficult to comprehensively utilize are cooperatively recycled.
