A sand filtering material layer is arranged on the surface of an underwater sand body, an anchor block is arranged on the sand filtering material layer, one end of a pull rod is connected with the anchor block, and the other end of the pull rod is connected with a pull rod anchoring section; the structure is continuously arranged underwater until the sand body edge or the sea wave influence depth is below, and the method comprises the following steps: firstly, determining the sea wave influence depth and the sand body boundary, and determining the length of a mounting part; a sand filtering material layer is laid underwater within the sand protection range, and meanwhile anchor blocks are prefabricated for standby application according to design requirements; drilling under water; implementing an anchoring section; the hoisting anchor block is connected with the pull rod; underwater plants are planted in gaps of the anchor blocks, so that loss of sand under the action of seawater is prevented, and the problem of long-term settlement of a sea reclamation foundation is solved.
