The invention provides an underwater gravity block water-permeable sand consolidation method which comprises the following steps: arranging a water-permeable sand filtering layer on the surface of a sand body which may move underwater, placing gravity blocks on the upper part of the sand body according to the clear spacing of the sand body, and fixing the gravity blocks by flexible fiber connecting members; the gravity block is kept stable under the action of water flow, a hydrophilic underwater plant growth soil layer is arranged on the surface, and the permeable sand filtering layer allows water to pass but prevents sand from entering and exiting. The method solves the problem of long-term settlement of the sea reclamation foundation caused by sand body movement and loss in sand blowing island filling.
