The method at least comprises the following steps that a steel plate body is placed in an outer frame assembly, so that a first groove is formed in the outer frame assembly and the first surface of the steel plate body, and a second groove is formed in the outer frame assembly and the second surface, opposite to the first surface, of the steel plate body; templates are respectively arranged at the positions of the first groove and the second groove; meanwhile, concrete with the same amount is poured into the first groove and the second groove after the formwork is arranged, and a cover plate is formed after the concrete is solidified; and the formwork is dismantled, and the buckling-restrained steel plate shear wall comprising the cover plate, the steel plate body and the outer frame assembly is obtained. According to the manufacturing method, it can be guaranteed that the surface of the concrete cover plate is smooth and free of deformation and cracking, the fitting degree of the concrete cover plate and a steel plate body in a shear wall is high, and the construction speed can be increased.
