The manufacturing method comprises the following steps: manufacturing a floating bollard cylinder; the floating bollard is formed by assembling the floating bollard cylinder and the prefabricated balance mooring line assembly; manufacturing a cylinder body with an accommodating cavity; temporarily sealing and covering the top cover plate with a plugging cover plate with a pressing hole so as to seal and cover the first via hole, and carrying out the sealing performance test of the cylinder body through the pressing hole; if the sealing performance of the barrel meets the requirement, the plugging cover plate is detached, and the containing cavity is filled with the prefabricated foam body; and the plugging cover plate covers and is fixed on the top cover plate, and the plugging pressing hole is welded.
