The high-strength organic-inorganic composite cementing material comprises a calcium-based inorganic material and an organic material with a polyhydroxy functional group or a polysaccharide functional group, wherein the mass ratio of the organic material to the calcium-based inorganic material is (1-10): 100; the organic-inorganic composite cementing material recognizes calcium ions through organic matter of the organic material and promotes the calcium ions to react with carbon dioxide in air to generate calcium carbonate crystals, and calcium carbonate grows in an oriented mode along the organic material with the organic material as a template to form a layered composite structure.
