The invention discloses a gluing device and paving equipment. The gluing device comprises a rack; the glue spreading mechanism is used for spreading glue on the surface of the to-be-paved plate; the glue scraping mechanism is used for scraping and coating glue on the surface of the to-be-paved plate subjected to glue distribution so as to adjust the thickness of the glue on the surface of the to-be-paved plate; and the driving mechanism is used for mounting the glue distributing mechanism and the glue scraping mechanism and can move relative to the rack so as to drive the glue distributing mechanism and the glue scraping mechanism to reciprocate relative to the rack in the first direction. The driving mechanism, the glue distributing mechanism and the glue scraping mechanism in the gluing device are integrated into a whole and are tightly matched with one another, and the occupied volume of the whole gluing device can be reduced.
