The invention discloses a cement-based electromagnetic/infrared compatible stealth material with a metamaterial structure surface. The structure sequentially comprises a foamed cement-based electromagnetic wave-absorbing substrate layer, a periodically-arranged metamaterial structure foamed cement-based wave-facing surface electromagnetic matching layer and a low-infrared-emissivity composite stealth coating on the wave-facing surface from bottom to top. Through the mode of combining the foam cement-based electromagnetic wave-absorbing material and the infrared stealth coating, the purpose of compatibility of electromagnetic wave absorption and infrared stealth performance is achieved, the minimum reflection loss RLmin value is as low as-65.98 dB, and the electromagnetic reflection loss RLlt is obtained; the composite material has the advantages that the effective bandwidth of-10dB can reach 14.77 GHz, the thermal insulation and infrared stealth performance (the infrared emissivity is as low as 0.16) is realized, the mass is light (the density is 0.1-1.0 g/cm < 3 >), and the composite material can be conveniently applied to civil and military buildings.
