The invention relates to a cable fixing anchor head, a pushing rod and a cable laying device, the cable fixing anchor head comprises a cable mounting part and a positioning part, and a cable is configured on the cable mounting part; the positioning part comprises an anchor fluke assembly and a transmission assembly in transmission fit with the anchor fluke assembly, the transmission assembly comprises a connection matching part, and the connection matching part is configured to be in locking connection with the electric control locking matching part or be mutually unlocked and separated from the electric control locking matching part. By arranging the positioning part, in the lowering process, the connecting matching part is in locking connection with the electric control locking matching part, and the locking matching part drives the transmission assembly to operate so as to drive the anchor fluke assembly to move, so that the anchor fluke assembly is in a retraction state, and the cable mounting part can be conveniently lowered to a set position; and after the cable mounting part is lowered to a set position, the connecting matching part and the electric control locking matching part are mutually unlocked and separated, and the anchor fluke assembly is in an open state, so that the anchor fluke assembly can be embedded into the side wall of the deep hole, and the positioning effect of the cable can be ensured.
