The invention discloses a water inlet and outlet trash holding device for a pumped storage power station. The trash holding device comprises a filter screen plate arranged in a flowable water environment and a cleaning mechanism arranged on the side, facing the water flow coming direction, of the filter screen plate. The cleaning mechanism comprises a filter plate conveying belt mechanism parallel to the height direction of the filter screen plate, and the filter plate conveying belt mechanism is in transmission connection with the driving mechanism; a plurality of filter plates are arranged on the filter plate conveying belt mechanism, and the ends, not connected with the filter plate conveying belt mechanism, of the filter plates abut against the surface of the filter screen plate; and the driving mechanism drives the filter plate to reciprocate in the direction tangent to the water flow direction through the filter plate conveying belt mechanism. The filter screen plate is cleaned through repeated scraping of the filter plate, so that garbage filtered by the filter screen plate is prevented from remaining on the filter screen plate to influence the filtering effect, the filter plate can take away garbage floating on the water surface when turned out of water, the garbage floating on the water surface is cleaned, and a good cleaning effect is achieved.
