In the device, the upper end of a vertical quasi-zero stiffness vibration isolator is arranged on an upper connecting flange in a sliding and sleeving manner; the lower end of the vertical quasi-zero stiffness vibration isolator is connected with the lower connecting flange through the horizontal vibration isolator; the upper connecting flange is connected with an upper structure of a bridge, and the lower connecting flange is connected with a pier for supporting the bridge; in the vertical quasi-zero stiffness vibration isolator, a sliding barrel is of a barrel structure, a middle supporting block and a vertical disc spring set are installed in the barrel structure in the axial direction, the top face of the middle supporting block is connected with an upper connecting flange, the bottom face of the middle supporting block abuts against the vertical disc spring set, and the vertical disc spring set abuts against the barrel structure. A segmented nonlinear guide rail is arranged on the inner side wall of the barrel structure, at least three mounting grooves are evenly distributed in the middle supporting block, the mounting grooves extend in the radial direction, pre-compression horizontal spiral spring sets and horizontal sliding blocks are mounted in the mounting grooves, the ends, extending out of the mounting grooves, of the horizontal sliding blocks abut against the segmented nonlinear guide rail, and the pre-compression horizontal spiral spring sets are pressed in the mounting grooves.
