The preparation method comprises the following steps: preparing modified silicon dioxide filter-press sludge from silicon dioxide filter-press sludge, diluted hydrochloric acid and a nano alpha-Fe2O3 precursor, and then mixing the modified silicon dioxide filter-press sludge with triethanolamine, calcium nitrate, calcium hydroxide and a polycarboxylic acid high-performance water reducing agent to prepare the concrete admixture early-strength additive. After the nano alpha-Fe2O3 precursor is modified, the surface activity of silica compounds in the filter-pressed sludge is improved, the silica compounds are promoted to participate in cement hydration reaction, the early strength is improved, and further, the diversity of improvement of the early strength of the cement is increased through synthesis of early-strength calcium silicate; meanwhile, the early strength agent effect of sodium sulfate existing in the filter-press sludge is fully utilized, the three early strength effects are combined with one another, and the potential function that the filter-press sludge can generate the early strength effect is fully excavated.
