The pressure-maintaining grout-stopping plug comprises a pressure-maintaining grout-stopping component and an expansion grout-stopping component. The pressure holding and grout stopping component comprises a rotary grout stopping device, a T-shaped grout outlet pipe and an inner cylinder, the left end and the right end of the T-shaped grout outlet pipe are connected with the rotary grout stopping device and the inner cylinder respectively, and a pressure control valve is arranged at the lower end of the T-shaped grout outlet pipe; the expansion grout stopping part comprises a movable water sealing device, an expandable water bag and a fixed water sealing device, the movable water sealing device is installed on the inner cylinder in a sliding mode, the left end and the right end of the expandable water bag are fixed to the movable water sealing device and the fixed water sealing device respectively, and the fixed water sealing device is connected with the right end of the inner cylinder; the rotary spraying rod can penetrate through the pressure holding and grout stopping component and extend into the guide hole, and when the rotary spraying rod carries out rotary spraying, grout enters the inner cylinder and the T-shaped grout outlet pipe and flows out from the lower end of the T-shaped grout outlet pipe through the pressure control valve; the problems that slurry flows out during upward inclined jet grouting, and an existing stop-grouting plug is small in slurry outlet space and prone to blockage are solved.
