The cementing material is prepared from the following raw materials in parts by weight: 40-60 parts of an active component, 30-50 parts of a filling component and 10-15 parts of an exciting agent component, the active components comprise cement clinker, mineral powder, fly ash, coal gangue and red mud; the filling component comprises steel slag, tailings, concrete fragments and aerated building block fragments; the exciting agent component comprises desulfurized gypsum, carbide slag and a chemical agent. The gel material disclosed by the invention is low-carbon and relatively high in strength.
