The invention discloses a solid waste-based geocell filler as well as a preparation method and application thereof. The solid waste-based geocell filler comprises the following components in parts by mass: 100-200 parts of air-dried sludge soil, 50-100 parts of a solid waste-based curing agent, 10-20 parts of water and 0.1-2 parts of a functional material, the solid waste-based curing agent comprises the following components in percentage by mass: 10-30% of cement, 15-25% of slag, 5-15% of fly ash, 20-30% of steel slag, 10-20% of carbide slag, 5-10% of red mud, 10-20% of rice hull ash and 5-10% of desulfurized gypsum; the functional material is waste tire fragments with the particle size of 1-20mm. According to the invention, the tire fragments are creatively added, after the tire fragments are added, gel filled in pores in a mixture composed of the curing agent and the sludge is wrapped and wound by the tire fragments, a stable three-dimensional network structure is formed in soil particles, and rolling and moving of the soil particles are further restrained and limited; the internal stability and the overall strength of the solidified sludge soil are improved.
