The invention relates to high-strength and high-damping concrete based on an aggregate accumulation structure and a preparation method. The concrete is prepared by sequentially and alternately arranging modified coarse aggregate and modified rubber particles in a layered manner and then pouring a modified cement grouting material, the modified coarse aggregate is prepared from the following raw materials in parts by mass: 1300 to 1400 parts of coarse aggregate and 1.3 to 7 parts of waterborne polyurethane emulsion; the modified rubber particles comprise the following raw materials in parts by weight: 88-220 parts of rubber particles and 4.4-33 parts of water-borne epoxy resin emulsion; the modified cement grouting material comprises the following raw materials in parts by weight: 250-320 parts of cement, 10-26 parts of silica fume, 75-130 parts of water, 5-15 parts of water-based acrylic emulsion and 2.0-5.0 parts of a water reducing agent. The particle size of the coarse aggregate is greater than that of the rubber particles. Compared with C50 common concrete, the prepared high-strength and high-damping concrete has the advantages that the strength is basically free of loss, and meanwhile, the damping ratio is greatly increased.
