The invention discloses a self-locking diaphragm wall unilateral rotary drilling and transverse cutting grooving machine which comprises a hoisting assembly with a cable and a drilling machine hoisted at the lower end of the cable, and the drilling machine comprises a sludge treatment mechanism, a horizontal rotary drilling assembly and a vertical drilling device which are sequentially connected from top to bottom; the horizontal rotating drill assembly comprises a horizontal rotating drill device, a rotating power assembly used for driving the horizontal rotating drill device to move and a horizontal rotating drill steel frame used for installing the horizontal rotating drill device and the rotating power assembly. The rotating power assembly comprises a rotating motor and a counter-force arm hydraulic cylinder, the two ends of a rotating motor shaft of the rotating motor are fixedly connected to the horizontal rotating drill device and rotationally connected to the horizontal rotating drill steel frame, an ejector rod of the counter-force arm hydraulic cylinder is connected with the rotating motor, and the base is fixed to the horizontal rotating drill steel frame.
